Overview

NCDC Road Infrastructure Upgrade
(9 Mile Corridors)

This project involved the investigation, design, and documentation for a major expansion of critical road infrastructure in Papua New Guinea’s National Capital District. The scope focused on the 9 Mile to PAU, 9 Mile to Laloki, and Gerehu to Nigibata road sections. As a key development in the Civil Infrastructure (Roads and Highways) industry, this initiative aimed to significantly improve the region’s transportation network.

The project was undertaken for a joint partnership between the Bank of South Pacific (BSP) and the National Capital District Commission (NCDC). The primary objective was to deliver a modern, 4-lane median-divided solution to enhance traffic capacity, safety, and public accessibility. Kramer Asia Pacific provided comprehensive Project Management, engineering supervision, and quality assurance services to ensure compliance and successful execution.

This management services project was officially completed in December 2022. The successful outcome delivered upgraded arterial roads featuring new asphalt surfacing, improved stormwater drainage, street lighting, and pedestrian footpaths. These enhancements provide significant improvements to transportation efficiency and public safety for commuters and residents in the 9 Mile, NCD, area.

Problem

Addressing Infrastructure Deficiencies

The key arterial roads connecting the 9 Mile, PAU, and Gerehu areas were struggling with significant congestion and safety issues due to their limited capacity.

The existing infrastructure was inadequate for growing traffic volumes and lacked essential features like safe pedestrian access and modern drainage. A strategic upgrade was necessary to alleviate these bottlenecks and support the region’s development.

Solution

Kramer Asia Pacific provided project management, civil engineering, electrical engineering, and site investigation services.

The Early Works Services were divided into two sub-phases as following:

Phase 1 – Early Works

Technical Review

  • One-off technical reporting to BSP to confirm NCDC’s compliance with conditions, such as availability of road reserve, selection of the contractor complied with the competitive bidding process, contractor’s capacity, and the cost of the contract was reasonable and per prevailing market rates;
  • Reviewed the Approvals (permits and licences) and confirmed that all approvals had been received;
  • Reviewed all available information necessary that would normally inform the design, including geotechnical, hydrology, traffic counts, and other relevant data; and
  • Provided a Tender Administration Assistance role to BSP & NCDC to ensure the project funding and technical matters were in accordance with the Lender’s requirements. This included a review of the TEFC process and report and compliance of selection of contractors on a most-responsive, least-expensive basis, including the technical capability of the shortlist of contractors.

Design Review

  • Reviewed the completed Contract design documentation to check general compliance with NCDC, DoW, and OLD Main Roads Standards where applicable;
  • Assessed any impacts of any proposed design changes that had been provided by the Client;
  • One-off review & comment on any Environmental and Social Matter Reports as or if required; and
  • If required, technically reviewed Reports from the Department of Lands & Physical Planning and insurance.

Phase 2 – Project Management

Inception and Mobilisation

Project Management commenced on the issue by the Client of a formal Instruction To Proceed (ITP) following the award of the Head Construction Contract. Upon formal engagement, Kramer Asia Pacific mobilized our Project Team, who were all resident in Port Moresby. The project inception phase established the standards, systems, and protocols to be adopted for the duration of the construction phase. Specific tasks included but were not limited to:
