Overview

A key infrastructure initiative to deliver
an international-standard multi-purpose stadium

The Sir Hubert Murray Stadium Redevelopment was a key infrastructure initiative of the National Capital District Commission (NCDC) to deliver an international-standard multi-purpose stadium in Port Moresby ahead of the 2018 APEC Leaders’ Summit.

The project involved the completion and modernisation of the stadium’s Western Stand and associated facilities, which had been partially constructed under previous contracts.

The redevelopment works included the construction of new spectator stands, VIP boxes, corporate suites, athlete change rooms, media facilities, and administrative offices, as well as car parks, access roads, and building services integration (mechanical, electrical, hydraulic, fire, and ICT).

The design incorporated a steel superstructure with precast concrete seating and flooring systems, built to meet both international sporting and safety standards.

Kramer Asia Pacific (PNG) Ltd was engaged as Project Manager and Superintending Consultant, responsible for coordinating the design review, construction supervision and delivery assurance within a fast-tracked 14-month construction period, ensuring successful handover in time for APEC events.

Problem

The APEC Readiness Challenge

The National Capital District Commission (NCDC) faced a critical infrastructure gap with the fast-approaching 2018 APEC Leaders’ Summit.

Port Moresby lacked a multi-purpose stadium that met the international standards required to host high-profile global leaders and events.

The existing Sir Hubert Murray Stadium was unsuitable, as its main Western Stand and associated facilities remained only partially constructed from previous stalled contracts.

With a non-negotiable 14-month deadline, the NCDC urgently needed to complete, modernise, and deliver the entire 40 million PGK stadium.

Kramer was engaged to provide the critical project management and superintendence required to take control of the fragmented project, coordinate all complex design and construction, and guarantee the stadium was completed on time and to the required international standards for APEC.
